would be convenient if the extensions were not proceeded with until he had moved certain of the larger pieces of
machinery into position. In consequence of Mr. Dyer's
representation, the work of extending the engine and boiler
houses was proceeded with at once. The engine-house was
completely roofed in by the middle of December, 1915, and
the boiler-house was then in course of being roofed in.
4. The erection of the engines proceeded very slowly
and it was not until the 18th. September, 1916, that Mr. Dyer wrote to Mr. Jaffé enquiring when the new engines were required for duty. Mr. Jaffe replied that the engines were
required for immediate duty and, as he knew that they could
be depended upon to run continuously, he informed Mr. Dyer
that arrangements would be made whereby the old engines
would be run whenever it became necessary to discontinue
running the new engines. Ir. Dyer expressed his satisfaction
with these arrangements. By the 26th. January, 1917, how-
-ever, the counter of the one engine only registered 11,530
revolutions and of the other 4,399 revolutions or about 67
and 24 hours running respectively at full speed.

5. On the 14th. February, 1917, Kr. Jaffé wrote to Mr.
Dyer impressing upon him the necessity of maintaining regular
pumping with the new engines. Mr. Dyer replied that he was
doing what he could to maintain pumping but that there were
difficulties in connection with labour which he was unable
to overcome. Er. Jaffi then informed him that it was
absolutely necessary that he should maintain continuous
pumping and offered him the assistance of the Public Works
Department if he would state in what way he required help.
Ir. Dyer declined the offer of assistance from the Public
Works Department.
